The International Paralympic Committee has decided that Russian and Belarusian athletes should participate regularly in the Paralympic Games in Beijing, which begin on Friday, with the difference that they will compete under a neutral flag.
Athletes of the two countries will retain the right to participate, under the Paralympic flag and without being included in the medal table. The same thing happened at the Beijing Olympics last month.
